Consultation process and methodology:

94 Civil Society organizations joined in preparation of this report. Information for this report was collected through direct engagement with grass-root community organizations and NGOs. These civil society organizations work on a broad range of issues covering, civil and political rights and economic social and cultural rights. Ten (10) regional consultations were conducted covering key areas and communities of the country, and the issues raised by them were recorded. The information so gathered at regional level was used for initial draft of the report, which was later submitted to a collective of representatives who met at Colombo on 16th March 2017. A total of 94 civil society organizations represented by 134 members accepted and validated the contents of this report.
